Value Payable Post (VPP) is Pakistan Post’s long-standing cash on delivery service under the Post Office Act of 1898. It works across the nationwide post office network. You send a registered item, and the post office collects the payment from the receiver and sends it back to you through a paper M.O.-51 money order. For faster parcels, Pakistan Post also offers computerised UMS COD , with a limit of Rs. 100,000 per item.

How the M.O.-51 Money Order Works
VPP is based on the M.O.-51 money order form. These are the usual steps:
The sender fills in form M.O.-51 with the receiver’s name, the amount to collect and the sender’s return address. Ask the counter how to mark the parcel and which fees you pay.
The item travels as registered mail to the receiver’s post office.
The postman brings the parcel to the receiver, who pays the amount and signs for it. We could not confirm the rule on opening a VP parcel before paying.
The money collected is sent back to the sender by money order. Ask your post office how and where you receive it.
